Question: Auto Accidents - Florida

I got hit and the person will not pay for the damage like he said he would and didn't want to use insurance?
He hit me on may 14th and he said he would have a friend that was coming down from ohio that would repair the small damage on my car that he caused. Well he is just giving me the run around and still has not fixed it. So I was wondering if I can take him to court for the $500 dollars to fix the mark on my car.
