What to do when a co-owner of property refuses access to the other co-owners?

Question Details:

I co-own property with three others as tenants-in-common. One of the four occupies the house and has changed the locks. The owner that did it refuses to allow the other owners in. What are our rights? What action can we take? The other owners currently use the property as storage.
