If I am a manager of a mobile home park and have one resident who videotaping into another residents trailer, is this illegal?

Yes. While there are several charges that could be filed against that person for doing so, my advice is to contact the police and let them know what is happening. From there the police will investigate, and if there is probable cause to arrest and charge the individual, he/she will face criminal prosecution.
