How do you report prescription fraud?

I know of an LPN in that has called in prescriptions without the doctor's knowledge. He has done this for himself as well as others. The prescriptions are for mood altering medications. Several prescriptions have been called in and picked up at different pharmacies. At the same time 2 doctors were also prescribing the same medications without either doctor knowing about the other. How serious is this and what are the best steps for reporting and insuring loss of license and prosecution? Additionally, what are the possible penalties?
I think that the first thing that you should do is to speak with the doctor whose license he is abusing. The doctor is at risk for being called on the carpet. Next, there is a state agency that licenses LPN's. Contact them to report the actions here. You need to also contact the State Attorney General's Office as well as possibly the state Department of Insurance. It is insurance fraud as well if the parties for whom the prescriptions were written used their insurance to pay for them. Finally, contact your local District Attorney or County Prosecutor as well.
