How do I find out if my brother had a living Will?

Often living wills are completed by the individuals in question, and the only record of it is what might be in their possession. They're not usually centrally recorded or anything like that. If you have no other information to go on, your best option would really be to search the brother's property and see if there is one wherever you might expect to find it.
