How do I appeal a suspended license?

We moved to Kansas in July from Virginia. We registered our vehicles and obtained a valid KS driver license. The state of Virginia sent me a notification saying they were notified we had canceled our insurance policy. I responded and gave them my new address. I received another letter threatening suspension of my VA license. I again responded with my new information. I received notice that they had updated my information but that my license was suspend. When I called they wanted me to spend $85 to re-instate my license. I asked them if I could appeal my suspension, but they said I could not.
What might make the most sense, here, is working "backward," in a way. I'd suggest talking to Kansas motor vehicles, and find out if this Virginia silliness will affect your Kansas license; the best way would be to do this in person, if possible, so that you can show the notices with dates (on the Virginia notices) after you got the Kansas license, get the name of the person you talk to (write it down, or get a business card!). I would hope that on these facts, Kansas wouldn't care about the Virginia suspension.
I don't think Virginia had the authority to do this, after you had moved and registered the car elsewhere, although there might be a hitch if you failed to return the Virginia license plates. But you shouldn't take that for granted.
