How can I get my Dwi fixed and get a regular license back. Can I get it installed from sitting here?

This is an unusual situation.  You're going to have to talk to the authorities and explain why your interlock year was cut short (a good reason why you "had to" go back to India) might help.  I tend to doubt that you could arrange to finish the interlock time while you're still in India, but it doesn't hurt to ask, because all they can do is say no.  I'd suggest contacting your local court over there, to see if they have any similar program and, if so, if they'd be willing to cooperate with North Carolina in supervising the end of your sentence.  Otherwise, you're going to have to deal with this when you return to the U.S.
