Can a final protective order can be expunged from my records?

I had a protective order against my spouse and he filed a cross petition as well; it has since been rescinded. Can I get it expunged? If so, what is the procedure?

Usually, the case has to result in a dismissal, or no prosecution. Your case seems to meet that requirement. The general procedure is to file a petition with the court requesting the expungment.
