It's your age at the time you were given the ticket that matters, not your age at the time of the hearing.  If your question is, whether you'll get off because you had the birthday first, the answer is probably no.  But if you're polite and respectful, and can at least act like you're embarrassed by the whole thing, you might get lucky.
