Govmnt EEOC Discrimination/Hostile work environment - Lawyer stage 4 cancer - case at EEOC judge - Feds say it now is decided against us? Now what?

Question Details: 2 years ago spouse was dismissed from Fed Service after 25+ years without any negative "labels" from Feds. This case was based upon her supervisor disliking spouse, refusing to assist when ask for assistance etc. Supervisor has negative track record but nothing has been done about it. Local lawyer took Federal case, prepared and finally submitted to EEO judge. Lawyer now has stage 4 cancer and cannot present the case anymore. Feds decided in favor of the Supervisor, without considering the next step (EEO judgement). Can we represent ourselves or has this to be done by a "bared" lawyer? Thanks
