friend driving my daughters car causes an accident and she only has a permit

Since Delaware is a fault-based auto insurance state, you can certainly make a claim for damages to your daughter's car against the insurance for the girl who drove the car. I'm concerned, however, that she may not have any coverage as a driver with only a permit. Her family may not have added her to their policy. In any case, that would be their issue. Her family should cover your daughter's damages. The other issue is that she was a permissive driver of your daughter's car, so there should be coverage under your policy if you have collision coverage for the car.
