Duped by HOA and Home Builder

Question Details: We bought a home last year in april with a big side yard and back yard. The catch was that the side and back yard is fenced with city or roceville CA's wrought iron fence and not community fence.. so it was obvious that we can not put anything on it for privacy... but before we made the deal we made sure from our sales people (who apparantly checked with HOA - home owner's association), that once we purchase the house we will be able to put something parallel to fence for privacy. Fast forward- its been two years they have been declining all my proposals and expect me to spend around 10 grand
