DUI in Virginia 6 1/2 yrs ago, still haunts

Question Details: My son had his license taken away with a DUI conviction in Virgina 6 1/2 yrs ago while in the Navy. He believed he had taken all the correct programs, etc. to clear everything up. Left VA on ship, was stationed in CA. He renewed his CA drivers license when he returned to CA. Now, upon attempt to renew again, there is a VA hold on his CA license. He was unaware there was a problem until trying to renew. How can he continue to drive when CA says it's all up to VA? He is attempting to follow all VA directions but his license is due to expire in a couple of weeks. Help!
