If your ex refuses to sign the QDRO and it was a provision of the divorce decree, you have the option of filing a complaint for contempt against him to see that he does fulfiill his required duties under the decree.

If you do file a complaint for contempt, you can request that the court award you reasonable attorney's fees and costs associated with the filing of the complaint.
