Question Details: my apartment was burglarised and i lost 14000 worth of personal belongings, my insurance only wants to cover 8000 because there is no recites to some items and in my policy it said to cover 23000.

The number in your policy is an upper limit -- you couldn't get more than that amount, even if you had the receipts.

The receipts are the easiest way to prove your losses, but they aren't the only way.  If you have pictures that show something that was taken, for which you don't have a receipt, that can sometimes help (it can be the picture on the wall, behind the group of cousins that were the subject of the picture when it was taken).  You can also go back through credit card statements, if you bought something that way but lost the receipt, you might be able to get a duplicate copy of the receipt from the merchant if you can show them the credit card charge (and, in a pinch, that can prove the price, as well).
