Does filing Chapter 7 bankruptcy stop or delay a lenders certificate to foreclose?

I don't know what a certificate to foreclose is, but yes the automatic stay in any bankruptcy will temporarily stop any attempts to collect on a debt or property owned by the debtor.  The foreclosing creditor can simply file a Motion for Relief From the Automatic Stay to obtain court permission to proceed with the foreclosure.
