I am a lawyer in CT and practice in this area of the law.  A judgment is a judgment no matter what court level (State or Fed) it was obtained and you may enforce it equally to garnish wages.  However, you can only enforce the judgment in the state you obtained it.  While there are ways to enforce judgments between the states, it will be difficult to enforce a judgment against a person that is out of the U.S.  There are foreign judgment statutes, but the chances of you collecting are remote.  Judgments however, last for 20 years.  If you know where this person is now living, you should contact a lawyer in that area and discuss enforcing the judgment - that is the first step and suggest that you begin there is the debtor no longer has assets in the US.
