No. As a general matter, people may incorporate or set up a partnership (such as an LLC) in any state they choose, whether or not they are residents. They may also register to do business in any state, and they may rent space and actually condust business anywhere. Residency may impact some of your tax obligations, but will not affect starting or running a business.
