Do I need permission from my husband to move to another state with my kids?

I want to get a divorce from my husband,. I have no family in Florida to help me so I want to move to Ohio with my kids. He says that I need his permission to take them and that he is not going to grant me that. Will I get in trouble if I leave and take my kids?

Yes. You need to have his written consent to remove the children from the State. If he is not willing to consent, then you need to file a Notice of Intent to Relocate along with the Petition for Dissolution and get the court's permission to move. The court will determine if the move is in the best interest of the children.
