I do not understand why you would be holding another tenant's security deposit. If you are subletting to her, then she is entitled to a return of her security, as long as the premises have been properly cared for and vacated in appropriate condition. If you are claiming that she still owes rent, then you may apply that portion of the security deposit needed to satisfy her portion of the rent obligation.
