Do I have to file a civil complaint to get my clothes, shoes, etc from an ex-friend's house? Does it sound like I have a chance to get my things back?

Question Details: I stayed with them for 7 months, we had an argument and now even after 'stand-by assist' with police she refuses to return anything. I worked for her 3 yrs ago and was issued a 1099, now she says it was a loan and I need to pay her back the 1099$ before I can get my things, she has threatened to sell/give away if I don't have my washer/dryer delivered to her along with a promissory note. She acknowledges she has my things and that she gave me the 1099 (of which I have a copy). Not interested in replacement value so small claims is not an option right now.

Yes.  You can sue her, but if you want the assistance of an attorney, it will cost you.  You might want to consider small claims court.  You will get less money back, but spend nothing on legal fees.  Weigh it out for yourself and see what makes the most financial sense.
