I am a lawyer in CT and practice in this area of the law.  What you appear to be alleging is what is known as criminal theft and statutory (civil) theft.  You may obtain attorney's fees and tripple damages under the civil theft statute.  If the person that took your belongs is caught and prsecuted by the state, you may get your property back or the fair market value of what was taken.  I suggest that you use press charges against the person that you believe stole your belongings - assuming you can find them.  You do not need to retain the DA.  the DA will prosecute the criminal regardless.  if the person is prosecuted, you will then be able to hire a lawyer to sue the person in civil court for statutory theft or conversion.  I suggest locating a lawyer after the person has bee caught and is being prosecuted.
