Return of security deposit after move out

I have a question about my rental deposit. We called our landlord the day before we called to tell her we were moving and hoping that we could get our deposit back that day. She was very rude and said because we were a few days late on the rent for the month before that she was taking the full 30 days to get it to us. My wife looked online and found something that said she has 21 days. Which one is it? And also, does those days start the day we moved or the last day of the month? We moved out on the 30th of October.

I'm not sure where your wife found that;  my research indicates that the law in your state allows 30 days.  You must make sure that you give the old landlord your new address, in writing, to be able to enforce your rights under the law.  The 30 days runs from the termination of the rental for any reason.  In this case it doesn't matter whether you take it from the 30th or the 31st, because 30 days from 10/30/2009 is 11/29/2009, so the actual deadline is the next business day, which is also 30 days from 10/31/2009.
