I am a lawyer in CT and practice in this area of the law.  you should be able to get the deed restriction enforced despite its prior nonenforcement.  I suggest that you hire a lawyer to help you as the condo association is not going to take you as seriously if they have not taken the deed restriction seriously in the past.
