Child support and visitation

I am behind on my child support and my ex will not let me have any contact with my children until i "show him the money" (his exact words). Do I have any rights?

Yes.  You have the right to your visitation, even if you are behind on child support.  The support is not a payment for the visitation.  Both the support, and the visitation, are most importantly for the benefit of the children;  the fact that you benefit from the visitation, and your ex benefits from your child support, are really secondary.

As a practical matter, it's very hard to enforce your rights in this situation, unless you can get some free representation from a public service group of some sort.  You will, of course, have to pay the child support.
