Car parked in no parking drop off lane hit by another car trying to drop off children in the drop off lane.

Question Details: Cars are parked in a no parking zone designated for child drop off at school. The drop off lane is on a narrow two lane road on school property. I pulled my car's front end into a tiny bit of drop off so that the side door of van would allow the children to exit without being in the middle of street. Another car approached from behind. The driver began beeping continuously - My tail of my car partially blocked the travel lane. As I backed out to move along, I scraped the illegally parked car's bumper. Because the empty car created a hazard, can this be a case of comparative negligence
