Not sure what it is you are asking.  If your question is, is an unlicensed driver is involved in a car accident, is he responsible for the accident, the answer is, it depends.  The fact that he is unlicensed has nothing to do with responsiblility for the accident.  If he, for example, rearends someone, he is liable with or without a license.  If he is rearended by someone else, he is not liable.  The person who hit him is.  The lack of a license is immaterial to the cause of the accident.
