Yes, they may be able to.  For example, in New York City, which is made up of 5 different counties, it is cheaper to insure a car in one county rather than another.  And if you reside in the county in which it is more exepsive you may be out of luck.  Some times the insurance companies rate the theft rate of vehicles, etc., in deterining rates.  It may also be possible that your credit rating changed prior to your move and you did not know that.  Insurance companies use that now a days too.   Good luck.
