Can your boss withhold your wages for hours that you have worked? If no then what is the timeframe for reclaiming loss wages?

Most states have statutes that hold employers liable for double or even tripple damages if they withhold wages.  You may also be able to obtain attorney's fees and costs of suing the employer.  However, once you sue the employer, you will likely be terminated from your employment, so you need to decide how important it is to press your boss.  I suggest that you ask the boss when you can expect to be paid as you need to pay your bills and you are now being.  If the boss is not responsive and you need this money, hire a lawyer to file a lawsuit against the company as report the employer to the labor department.
