Can you force an inherited estate into probate if the executor is doing nothing after 4 years?

I am not admitted in Virginia.

Generally, every state has a procedure for initiating probate when a named executor dilly dallies in doing so.  Some states require a "petition" to be brought, some a "motion" but they are generally the same proceeding with subtle nuances.
