can you be cancelled in nc if late fees are not paid?

Question Details: I called to make a phone payment to avoid cancellation. I paid what the man told me I owed. 2 weeks later I receive a cancellation check in the mail. I called to see why. They said I was short on my payment of $30 this would be a late payment. can they do that? We were also in a small accident the morning before i get the check.
