Can one state block the renewal of your license in another state?

Question Details:

I thought I had completed the requirements for a DWI in North Carolina from 1998, as well as what the military required me to do so. Now, they put a block on my renewal of my Missouri license in 2009 saying I need to pay money and get an assessment of my "problem". I can't find much of the paperwork as it was so long ago. Can they do this? Can I argue this?

There are time limits to contest a license suspension. Without knowing whether you are too late to appeal the suspension, I don't know if you have lost your right to appeal. In any case, the Driver's License Bureau can set requirements, including paying reinstatement fees, requiring proof of insurance and requiring proof you have completed any court ordered assessments and classes.
