Can the non-custodial parent stop the custodial parent from moving out of state?

More facts are needed before this question can be answered. First do you have sole legal custody or is legal custody joint? If you have sole legal custody there is very little the non-custodial parent will be able to do. However you still need to get the courts permission to move. It is a little bit more dificult if there si joint legal custody.
