Can a judge make an order that the father can't drink when visiting with the child?

Absolutely. The Judge can order this if he/she deems it in the best interest of the child after hearing all of the relevant evidence. If the father has a problem with alcohol, drinks in excess, or has violent or reckless tendencies when drinking it is likely a Judge would order just such a thing. If the father only drinks sparingly (eg. a glass of wine at dinner) and shows no ill tendencies from doing so it is less likely the Judge would order this.
