Can a debt collector deny your payments because they don't like the amount?

Yes, as a general rule, a debt collector can deny your proosed re-payment schedule. It is not obligated to accept payments on your timetable. The fact is that you had a contract with them to repay the debt but you breached it. Accordingly, when a debtor is in default, a creditor has the discretion to accept repayment terms different than what you originally agreed to - or not.
