Can someone else post my daughter's pictures on their public myspace page without my permission?

You do not supply enough information to answer this question.  There are many factors that can affect this situation.  For example, how did the person obtain the pictures of your daughter? I am also assuming your daughter is a  minor since you feel your permission should have been given. One legal issue is whether the pics were taken in a public place at a public function.
