Can someone be placed on parole after completing his time on probation?

Question Details: I have a friend who was conicted of statory rape. He served time in jail and completed on probation. After he completed his probation he was then plsce don parole for 15 years. It seems he is being punished twice for the same crime. Can he appeal this decision and if he can how good of his chances of winnig?
