Can my wife move to another state with our kids.

Question Details:

We live in Portland OR and are in the process to get divorced and I wanted to know, can she move with the kids to a different state, the reason she would move is she says she cant afford the bills in Portland and need to move to her parents. Our kids have been with us booth for 13 years.
