I am a lawyer in CT and practice in this area of the law. There is no limitation on a person's ability to give a power of a attorney simply becasue you are in jail. You will need to obtain a lawyer to draft the power of attorney and determine which specific powers that you are receiving. The document will need to be notarized and there will need to be witnesses. therefore, you will have to coordinate to get this document executed. assuming that you can work this all out, you should be able to have power of attorney as there are no legal barriers preventing you here.
