Can my mother who is 86 on medicaid in a nursing home in IL, file bankruptcy to eliminate a large credit card bill and are her children liable for it?

Question Details: She has no assets except her social security check which goes to the nursing home for her care. Her bill from the credit card company is $10,000. Will her children be liable for payment of the bill as she cannot pay for it.
