After I get married can my fiance's ex-wife garnish my wages or place a lien on my bank account(s) for back child support that he owes?

No.

No, she cannot do this.  Your husband's liability for this, or any other sole debt for that matter, does not become yours.  However, to the extent that you have joint assets, either now or in the future, those can be put a risk.  For example, if you own a house together, the property could have a lien attach to it.
