can i still file a civil suit after 11 years if thepolice officals are still commiting malfeasence in office?

Question Details: I have a rape of a 5 year old and assault case that was never worked an now becaus they are being called on other malfeasece cases they are still sayin that they are going to do what da admittedly says should have been done alond time ago. they have solid evedence against the suspects and still continue to do nothing while giving me excuses
