Can I not let my kids dad see them if he doesn't pay his child support?

Child support and visitation are separate issues.  You would not be able to stop visitation because your ex has not paid child support.  You can go to court to have the child support order enforced.  If your ex violates a court order to pay child support, he may be subject to civil or criminal penalties.
