Can an unemployment check be garnished?

It looks like the check cannot itself be garnished; however, once the money is deposited in your bank account and sitting there, it may be subject to attachment (being taken) the same way the money from almost any source in your bank account could be attached. So it looks like you have some protection, but not total.
