Can an LLC member stop all business by simply refusing to vote?

Question Details:

We're an LLC with consensus voting. One member is refusing to vote in any way making the business grind to a halt. Operating agreement says it's member's responsibility to vote but has no action or penalty if one doesn't. Any advice on how the rest of the LLC can deal with this member in order to get on with business?
