Can an insurance company add someone to your policy without your consent?

Question Details:

I have full coverage insurance on my vehicle. I let a friend drive me home one night and she had a minor fender bender in a parking garage; total claim was less than $500. No one could determine who was at fault so my insurance paid the claim. Now four months later, they are adding her to my policy and will not remover her. Is this legal?

Insurance policies are look any other consumer good. 

If you are not happy with their service, get a policy from another insurance company.
