Can an engineer be held liable for an accident on a construction job?

Question Details:

Each morning before driving up to our point on the bridge we must check in our ID's with the TBTA. A engineer from the Liro Group skipped the checking with a subcontractor and snuck in behind our line of vehicles while we were driving up the bridge. The subcontractor slammed into us causing injuries. Can the engineer be held liable as well as the subcontractor

It depends.  Did the act of skipping an id check cause the accident? Was it foreseeable that skipping an ID check would cause it? Or is it simply the negligence of the subcontractor that caused the accident?  Did the engineer owe a duty to you, other than that of a reasonable person?
