Can a private elementary school withhold report card/transcripts if you are in Chapter 7?

That can be considered a violation of the automatic stay of 11 U.S.C. 362.  You need to check with an attorney in your area to see how the courts there are handling this.  But, in most cases you can bring an action against the school to force them to release the transcripts and get sanctions against them for withholding them.
