Can a non-married woman leave the state with her baby without the father's consent, to get out of an abusive relationship?

Certainly.  Unless there is some court order somewhere saying that she can't.  It is not a question of whether the parents are married.  The question is whether there is any sort of court order -- either from a custody proceeding or a divorce or similar proceeding -- stating that she can not leave the state without his consent.
