Can a criminal record in North Carlina for involuntary manslaughter be expunged?

Question Details: My brother, who was 17 when he was charged and arrested, please guilty to involuntary manslaughter in 2003. He is now 25 and has had a clean criminal record for 3 years. He did have another misdemeanor conviction of larceny in 2006, but his record has been clean other than that. Can the felony conviction be expunged since he was not an adult at the time of his charge and arrest? What are the steps to getting the record expunged and how much does it cost?
